Allow same email address for multiple users?

During development, we have use cases where we would want to have two users have the same email address.  For example, when testing roles, a user would want two accounts, but having the same email to reduce dependencies with IT having to create an email alias.  

Any others interested in such feature?

  We have a use case for this in production.  We have multiple usernames with the same email address and would like each username to be able to login via the API. However, that is not possible. It would be great if you could set up your environment to use either username or email as your unique user identifier.
