Add User To All Dashboards

As an Admin or Sys Admin, I would like to be able to add a user to all dashboards at once. Use case - changes in staff mean that we need to reassign previous work to new users, currently this can only be done either one by one manually or via a non supported python script. This should be a standard functionality.

  We handle this with a group. We assign every user to a group when we share a dashboard. That way, they automatically get added to all the dashboards in that group.
