Linux 8.2.1 SSO does not have the option to not create new users while change log mentions

In Linux 8.2.1 change log, a new option is added:

SSO Enhancements

• Administrators can now control whether SSO authentication can create new users, or only authenticate existing users. This gives the Administrator more control over Sisense license allocation. (Documentation)

But I can't find it at SSO admin page, is there any other setting that is also needed?
